<h2>Welcome to Team Roper!</h2>My name is Kristina Roper, and I am running for Congress because the San Joaquin Valley deserves a representative who actually sees the people here, listens to them, and fights for them.I have spent 35 years living, working, and raising my family in the Valley. I am a mom, a small business owner, and someone who has built her life around service. My work in archaeology and historic preservation has taken me from open fields to agency offices. I have spent my career solving problems in practical ways, not political ways.Between teaching as a Professor at Fresno State and serving two terms on my local School Board, I’ve seen firsthand how powerful truly affordable and accessible public education can be. I saw students open doors that their parents never had the chance to walk through. That changed me. It showed me how investing in education builds the future of the Valley itself.My late husband, David, was a Chief Scientist for the National Park Service. He taught me that service is not a title. It is a responsibility. And raising my son, Aleksander, who was born with Down syndrome, has taught me what real resilience looks like and what it means to fight for a better future every day.That is who we are in the Valley. We push forward. We look out for one another. We make things work even when no one else is paying attention.

Our Valley suffers from some of the nation's worst particle pollution and ozone, which directly causes high rates of asthma and tragically shortens the lives of our neighbors.I will fight for federal policy to aggressively target the sources of particle pollution, which the American Lung Association ranks the Fresno area as the 3rd worst for annually. We need to incentivize businesses and individuals to adopt cleaner, more efficient technologies and create local 'green jobs' in the process. Protecting our air is about safeguarding our families' health and ensuring our valuable farmland remains productive.

Our lands and our people are a treasure. We need to ensure that we take every measure possible to protect both.

Protecting Our Lungs and Lands

The heart of our economy, our family farms, are struggling against costly regulations, chronic labor shortages, and unpredictable water rules, making it harder to survive and profit.I will be a fierce advocate for our farmers in Congress, fighting to reduce the unnecessary regulatory burdens that disproportionately crush our local, small and medium-sized operations. I am committed to increasing federal investment in cutting-edge agricultural technology so our farmers can adapt to climate challenges and secure our nation’s food independence. Defending our farm economy means defending the tens of thousands of local jobs and the entire regional supply chain that depends on us.

Our agricultural economy is not only the backbone of the Central Valley but it is also the bread basket for the state. We need to make sure that our farmers are fought for.

Defending Our Economy

<h3>Restoring Our Water</h3>The Valley relies on a water system that was built for a different era. Canals damaged by sinking land waste millions of gallons before they ever reach a family or a field. Storage systems that once helped us through dry years are no longer enough for the climate patterns we face today. Outdated pumps and gates prevent us from capturing water during the rare wet years when it is available.Kristina will push for federal investment to repair and modernize canals, strengthen storage, and upgrade the systems that move water throughout our region. She supports expanding off stream storage where it is feasible, improving flood management to protect communities, and coordinating operations between state and federal partners so our region stops losing water due to bureaucracy and outdated infrastructure.A modern water system gives families, farms, and businesses something they have lacked for too long: reliability. When water is predictable, communities can plan, invest, and grow with confidence. <h3>Protecting Drinking Water for Every Community</h3>No family in the Valley should question whether the water from their tap is safe or reliable. Yet many rural and unincorporated communities face failing wells or contaminated groundwater. Some families depend on bottled water or temporary tanks. These are working families, retirees, farmworkers, and small business owners who should not be forgotten in California water politics.Kristina will make drinking water protection a central priority. She will fight for federal grants to repair failing wells, improve small rural water systems, and connect vulnerable communities to stable supplies. She supports stronger tracking of contamination and more transparency so families know what is in their water. She also supports reasonable guardrails that ensure pumping decisions do not harm nearby households.This is not a partisan issue. It is a matter of basic dignity. Every family deserves clean, dependable water at home, no matter their zip code. <h3>Supporting Farms While Securing Our Groundwater</h3>Agriculture is the backbone of the Valley economy. Permanent crops like almonds, pistachios, citrus, and grapes cannot simply be relocated, and thousands of local jobs depend on them. At the same time, groundwater decline is real. Wells are deeper than ever, pumping costs are rising, and sinking land has damaged roads and canals. The challenge is to protect the farm economy while restoring the groundwater supply that future generations will depend on.Kristina will champion large scale groundwater recharge as the central solution. That includes expanding floodplain restoration to store winter floodwater underground, creating new recharge basins, improving stormwater capture, and offering incentives for farmers who help recharge aquifers during wet years. Every wet year without recharge is a lost opportunity.Small and mid sized family farms are the soul of Valley agriculture, yet they are the most vulnerable under SGMA. Kristina supports phased and predictable groundwater plans, transition assistance for farms facing pump reductions, and technical support for efficiency upgrades. This approach protects the agricultural economy while moving steadily toward long term sustainability.Groundwater management should not be a sudden shock that collapses the local economy. It should be a planned transition that keeps farms working and secures the Valley's future.

With our communities ground water reserves at an all time low. We need someone who will take action to ensure the future of our lands.

Securing Water For Farmers and Families

Hardworking Valley families are struggling with a cost of living that constantly outpaces their paychecks, making it harder and harder to afford the basics like food and rent.I will fight to direct federal investments back here to the Central Valley, correcting the decades of neglect in favor of the coast. My plan is simple: targeted tax relief for working families and local small businesses to keep more money in their pockets. By investing in our essential farm workers and promoting jobs in the energy sector, I am building a more stable local economy where hard work means a good life right here in the 20th District.

The people and families that have lived in the Central Valley their entire lives deserve to continue to prosper here.

Boosting Local Livelihoods

We have a housing crisis that is not only hurting our young people but those who are struggling to stay afloat. With a visible rise in homelessness, this crisis is making it nearly impossible for our families to afford to live where they grew up.I will go to Washington to cut the bureaucratic "red tape" and restrictive federal permits that needlessly slow down local home construction. I will expand federal support for innovative, local-first solutions like Accessory Dwelling Units (ADUs) and mixed-use housing, ensuring we maximize options without compromising our valuable farmland. My focus is on getting safe, stable, and affordable homes built quickly so every Valley family can stay and thrive in their community.

The housing crisis plagues every state in the nation. A solution for the Central Valley is a solution for the nation.

Building Affordable Communities

<h3>Strengthening the Valley Workforce and Economy</h3>The Valley’s economy depends on a workforce that is stable, legal, and protected. Labor shortages are now affecting every corner of the community, including small businesses, restaurants, retailers, food processors, logistics companies, construction crews, hospitality, care providers, and the farms that anchor our regional economy. Outdated visa programs and long delays make it harder for employers to plan ahead and force many to operate without the clarity required to grow. Workers, in turn, face inconsistent processes that limit their ability to contribute fully and safely to the local economy.To strengthen the region, the system must be updated so all employers can legally hire the workers they need through clear and efficient pathways. This includes improving agricultural and non-agricultural visa programs, expanding access for small and mid sized businesses, reducing processing times, and creating a reliable year-round workforce process that supports planning and stability. Clearer rules and modernized guidelines help prevent exploitation, reduce turnover, and allow honest employers to operate without navigating conflicting requirements from one year to the next. A stronger system ensures the Valley can meet labor demand, control costs for consumers, support local businesses, and protect workers.A modern immigration workforce system is essential for long-term economic growth in the Valley, and updating it is one of the most direct ways to strengthen the future of every community in the region. <h3>Stabilizing Families and Our Community</h3>Many households in the Valley include both citizens and non-citizens, and the uncertainty created by outdated laws and long processing delays affects far more than individual families. Schools see its effects in student performance and attendance. Local employers experience it when workers cannot plan their lives. Neighborhoods feel it when instability makes it harder for families to participate fully in community life. When people live with unresolved status or unpredictable outcomes, the impact spreads across classrooms, workplaces, service organizations, and the local economy.To strengthen community stability, the immigration system must provide predictable and timely avenues for long-term residents who have built their lives in the Valley. Clear and consistent rules are needed to prevent unnecessary family separation and to give people the ability to resolve their cases in a reasonable timeframe instead of waiting years. Streamlined processing, case transparency, and practical pathways for long-standing residents help ensure children can focus on school, workers can contribute without fear, and families can remain connected to the communities they support. A more predictable and humane system strengthens every part of the Valley, creating neighborhoods where families can build stable futures and fully contribute to the shared life of the community. <h3>Restoring Trust &amp; Protecting Our Communities</h3>Public safety suffers when residents are afraid to call for help, report crimes, or speak with first responders. In many neighborhoods, people have seen family members detained unexpectedly or taken away with little information, and the weight of those experiences makes it harder for families to go about their daily lives. Current federal policy disrupts the daily life for entire neighborhoods and makes it harder for first responders to maintain safety that our families depend on. Strengthening community trust means drawing a clear line between emergency services and immigration enforcement so residents know that contacting first responders will bring assistance, not additional turmoil. First responders deserve the ability to serve the public without conflicting federal expectations that make their jobs harder and erode the trust they need to keep communities safe. Clear, consistent guidelines allow officers, firefighters, and EMTs to focus on genuine threats within our community. When families can seek help with confidence and first responders can carry out their duties without hesitation, cooperation improves and every neighborhood in the Valley becomes safer and more stable. <h3>Humanizing Our Approach and Restoring Order at the Border </h3>The current immigration system places enormous strain on families, neighborhoods, and local institutions across the Valley. Long delays, unclear processes, and sudden enforcement actions disrupt daily life and leave communities uncertain about their future. Families are separated without clear communication, cases linger for years without resolution, and local service providers are forced to carry the burden of a system that has not been properly updated in decades. These failures touch every part of the community, from schools and workplaces to health centers and local agencies.A modern, functioning system must begin by reducing these harms. Processing needs to be significantly faster and more transparent so families are not left in limbo for years at a time. Due process must be restored so individuals can resolve their cases fairly, openly, and on a reasonable timeline. Outdated visa caps should be updated to reflect today’s economic needs, and agencies must be equipped with the staff and technology required to handle cases efficiently. Clear, consistent guidelines help prevent unnecessary family separation and reduce the fear that destabilizes entire communities.Strengthening the system also requires improving how the border is managed. Humane, modern tools are needed to ensure that families and workers are processed safely and quickly, while enforcement remains focused on traffickers, smugglers, and serious criminal threats. Border officers deserve clear and consistent policies that do not change unpredictably and that allow them to distinguish between people seeking safety or work and those who intend to do harm. Reliable enforcement practices reduce chaos, improve safety, and support a fair and orderly system.A comprehensive modernization of immigration and border processes creates a system that protects families, restores fairness, strengthens community stability, and supports a secure and predictable approach to border management. When the laws are clear, timely, and humane, the Valley is safer, stronger, and better prepared for the future.

On the daily we see our farm working communities disrupted and disparaged. We need to find solutions for who want to be here.

Fixing Our Broken Immigration System

Despite our nation’s promise, women and minorities in our district still face persistent pay discrimination and alarmingly high rates of domestic violence.I will champion federal legislation to guarantee equal protection and focus on closing the shameful wage gaps. It is unacceptable that Latinas earn only 44 cents for every dollar a white man earns. I will secure federal resources to aggressively support local law enforcement and domestic violence shelters, especially since the San Joaquin Valley reported the state’s highest rate of domestic violence calls last year. Every neighbor deserves safety, economic fairness, and the full promise of equality.

In the United States everyone should have the same opportunities. We will continue to fight for this change.

Guaranteeing Equal Opportunity

Local public education is facing a massive budget shortfall, like the reported $49 million cut in Fresno, leading to teacher layoffs and threatening the future of our children.I will prioritize restoring and locking in consistent federal funding for our local schools to end the constant cycle of budget cuts. This means fully funding key Department of Education initiatives that improve accountability and raise academic outcomes for every single student. My promise is to invest in our classrooms today to ensure the next generation is prepared to lead the Central Valley economy tomorrow.

With the Central Valley having some of the lowest test scores in the nation. We need someone willing to invest in education not support cuts to it.

Investing In The Next Generation

Our local small businesses, the true engine of the Valley economy, are weighed down by inflation, high operating costs, and government red tape.I will champion policies in Congress that streamline permitting and cut bureaucratic barriers, making it easier for our local entrepreneurs to start and expand their shops. I will fight for tax policies that directly support the working class and incentivize small businesses to invest in efficient energy, fostering new, good-paying jobs. Supporting my local business owners is the fastest and most effective way to lower unemployment and keep the Valley economically vibrant.

All great economies are support by thriving local businesses. We need to ensure that local entrepreneurs are given the resources they need to succeed.

Campaign Kickoff

Our roads are congested and crumbling, leading to tragically high rates of traffic deaths and unsafe commutes right here in the Central Valley.I am committed to securing federal funding to fix our local streets, not just wasteful special interest projects, focusing on known danger spots in our cities like Fresno. With over 127 fatalities in Fresno alone from 2018 to 2022, this is an urgent crisis. My priority is ensuring federal dollars fix dangerous intersections and modernize our infrastructure to save lives and make travel safer and more efficient for everyone.

Transportation is one of our communities pillars. We need roads, trains, and transit that matches our needs.
